One step closer to interoperability: Applying SNOMED CT’s engine to the IPS Back 25 Nov 2021 Back Since the date of issue, this information is now out of date and has been archived. At SNOMED International’s recent October Business Meetings held in London, the organization’s governance bodies enacted a decision to extend the core of SNOMED CT’s structured clinical terminology to deliver an open, standalone sub-ontology to support the scope of content within the International Patient Summary (IPS.) The IPS is an electronic health record extract containing essential healthcare information for use in the unscheduled, cross-border care scenario, as well as for local, regional and other care scenarios. It is a minimal, non-exhaustive set of data elements defined by ISO/EN 17269 and delivered by HL7 in both CDA and FHIR using a curated set of SNOMED CT terms. There is a groundswell of support across all health sectors to increase the portability and usability of patient information for the purpose of safe health care delivery. In 2019, SNOMED International and HL7 International announced the formalization of a license agreement in which a relevant ‘Free for Use’ Set of SNOMED CT coded concepts would be used within the HL7 IPS. Most recently, we watched as G7 leaders collaborated to release a communique on the dire need to progress a global health interoperability agenda. IBM offers a working definition of interoperability as “the timely and secure access, integration and use of electronic health data so that it can be used to optimize health outcomes for individuals and populations.” The G7 communique, which highlighted the importance of enabling digital healthcare systems worldwide to work together seamlessly as patients move between providers, facilities and even countries, is an impactful statement that rippled throughout the global health community. A charge taken up by the Global Digital Health Partnership, it is one SNOMED International is eager to support. Embracing a collaborative approach, “SNOMED International has been pleased to continue to work with HL7 International and partners across Europe and beyond to define SNOMED CT content for use in the International Patient Summary,” offered SNOMED International Management Board Chair, Joanne Burns. Continuing to act in the spirit of the IPS Free Set , SNOMED International has committed to create and release an openly available IPS sub-ontology in the first half of 2022 to enhance the existing cross border movement of information, and ultimately health system interoperability. Unlike SNOMED International’s Global Patient Set , a flat list of SNOMED CT codes and terms, an IPS sub-ontology will provide implementers with a product that can be used in healthcare solutions using the power of SNOMED CT through its query language and hierarchies for the specified scope. Use of the IPS sub-ontology will allow for more effective use of clinical data analytics and decision support, and for Artificial Intelligence applications. Alex Elias, Chair of SNOMED International’s General Assembly, the organization’s Member governance body, has observed a significant increase in discussion regarding the IPS. “2021 has seen increased interest by governments and Health and Care organizations globally for implementing the IPS to enhance timely cross border health information flow and interoperability. This has been a primary driver in SNOMED International supporting this recent initiative to make the IPS sub-ontology openly available with SNOMED CT content.“ An organization with an extensive history and active program of collaboration, SNOMED International CEO, Don Sweete, has played a pivotal role in positioning the IPS sub-ontology as a ‘soon to be achieved’ reality. “As the G7 Health Ministers recently indicated, the importance of enabling digital healthcare systems worldwide to work together seamlessly so patients don’t suffer as they move between providers, facilities and even countries is a sentiment that has rippled throughout the global health community”, offered Sweete. He went on to state that, “continued work with fellow health standards development, national, clinical and technical entities, SNOMED International will dedicate resources to achieve the goal of digital health interoperability.” Sweete added, “equipping the IPS, already one of the best examples of international collaboration among standards bodies, with the full capability of SNOMED CT’s ontological design is a significant action that we can contribute to achieving health information access gains for patients.” Over the coming months, SNOMED International is formalizing the steps and due diligence required to make the IPS sub-ontology available for broad release. Throughout this period, SNOMED International will continue to define the IPS sub-ontology, from content through to its release and maintenance approach for launch in the first half of 2022. The American Medical Association (AMA) and SNOMED International announce the validation of the AMA’s Current Procedural Terminology (CPT ®) to SNOMED CT® cross maps. This validation exercise is the latest in a series of steps to enhance the bi-directional, rules-based cross maps that deliver better data transparency to enable heath systems to pinpoint efficiencies along care pathways and optimize resource utilization management to achieve better health outcomes. Tighter integration of the AMA’s CPT ® to SNOMED CT brings the power of two global medical terminologies to health systems seeking to gain resource utilization insights, administration analytics and physician compensation data linkage to their clinical documentation. Health systems deploying SNOMED CT will be able to leverage these connections to CPT content and unlock answers from their onslaught of complex clinical data more easily. The collaboration between AMA and SNOMED International aims to improve integration between the CPT and SNOMED CT terminologies by producing solutions for governments, hospitals, clinical practices, researchers and other stakeholders to help organize and utilize healthcare data better. As both terminologies continue to evolve to keep pace with modern medicine, they agree that an increasingly common medical language elevates the potential for even more medical innovation around the globe. Blog: SNOMED International concludes community feedback period on proposed description character limit increase and finalizes next steps Back 16 Sept 2025 Back Following over a year of consultation with our Members and stakeholders, SNOMED International has concluded its review of the proposal to increase the maximum potential length of Fully Specified Name (FSN) and Synonym descriptions in SNOMED CT. Purpose The purpose of this update is to inform the SNOMED International Community of Practice, Advisory and Project Groups about the feedback received regarding this proposal, and the agreed next steps. Background In 2024, SNOMED International initiated a consultation process to understand the impact of increasing the maximum character length of FSN and Synonym descriptions from 255 characters to 4096 characters. Over the past year, briefing notes were circulated and input from Members was carefully considered. Results of the Consultation The consultation phase concluded with broad support for the proposed change. No objections have been raised since that time, and Members who responded confirmed their acceptance of the proposed transition date of 1 July 2026. In line with established practice, SNOMED International will: Execute the transition on the agreed date, Issue scheduled communications to provide visibility of the changes and confirm completion once implemented, and Publish a list of International Edition Descriptions that have been increased over the original 255 characters. SNOMED International Member National Release Centres (NRCs) are requested to share these communications with national and regional end users and provide any required support. Next Steps The consultation will be marked as formally closed. SNOMED International will issue reminder communications in January 2026 ahead of the transition. NRCs will engage national and regional stakeholders to ensure readiness. The change will be implemented in the 1 July 2026 International Edition release, with updates applied to the DescriptionType file in the Metadata folder. The change will apply to all SNOMED International products. After the initial International Edition transition, Managed Service extensions and derivative products will gradually adopt the new standard. Post-transition, SNOMED International will: Confirm that the new description length maximum has been applied, and Publish the list of International Edition descriptions that have been increased. NRCs will be engaged to share this information with their end users. SNOMED International and INSERM sign third consecutive collaboration agreement Back 16 Dec 2024 Back SNOMED International and INSERM, the French National Institute of Health and Medical Research , have renewed a collaboration agreement initially established in 2015. The focus of the agreement continues to be on ensuring that rare diseases can be identified and recorded in a standard way globally and this is supported by the inclusion of rare disorders nomenclature content from Orphanet in SNOMED CT. Orphanet, the INSERM unit dedicated to knowledge on rare diseases, maintains the Orphanet nomenclature of rare diseases (ORPHAcodes) and provides a multilingual database of information related to rare diseases and orphan drugs. Orphanet is a network of 40 countries, committed to improving the recognition, information and knowledge to improve rare diseases patients’ lives. The Orphanet nomenclature of rare diseases is a key resource facilitating primary and secondary use of rare disease data supporting care, research and public health. It is the only rare disease specific medical terminology, constantly evolving as knowledge evolves, with the contribution of rare disease experts from around the world. Orphanet operates under the joint authority of the French Ministry of Health and the National Institute of Health and Medical Research. INSERM is a public scientific and technological institute dedicated to biomedical research and human health, including rare diseases, and is involved in the entire range of activities from the laboratory to the patient's bedside and to public health. SNOMED CT is the most comprehensive, multilingual clinical healthcare terminology in the world. It is used in 80 countries, representing a third of the global population. SNOMED International is committed to supporting interoperability across the healthcare sector globally, facilitating terminology integration and improving safe patient care. Effective October 2024, the agreement builds on prior collaboration agreements (2015 and 2020) intended to raise the visibility of rare diseases in terminologies and promote interoperability between organizations and countries using different coding systems. The collaboration has already delivered Orphanet rare disease content into the SNOMED CT International release and a linkage between SNOMED CT and Orphanet. The new collaboration agreement continues the work to maintain and update the alignment between SNOMED CT and Orphanet. In addition, both organisations are committed to supporting those requiring and using rare disease content to facilitate better patient care, precision medicine and research. Implementation is key to enable a global picture of rare diseases to provide understanding and allow improved patient management. “The ongoing renewal of our collaboration with INSERM demonstrates that we are building on a foundation of trust and achievement that has successfully delivered SNOMED CT content and product improvement,” said SNOMED International CEO Don Sweete. “We look forward to another five years of successfully working together to achieve our mutual goals to globally improve and transform healthcare delivery for patients and clinicians in the rare diseases domain.” Katrien Scheerlinck, Senior Expert Health Standards at the Belgium National Release Centre, said, “The integration of rare diseases concepts from Orphanet offers a significant administrative simplification in our case. What currently requires additional administrative resources can now automatically flow into our scientific registers and statistics. It has been made available for reference. A slice of SNOMED CT, the GPS is a managed collection of existing reference sets, available to any user at no cost. It's positioned to support cross border interoperability and enhanced digital maturity as users move towards decision support and full analytics capabilities in their respective strategies. Since its first release in September 2019, the GPS has capped off 2020 with 650+ downloads of the GPS from a variety of users worldwide. The GPS offers clinical content across dentistry, renal, family & general practice and nursing areas, and includes IHE, DICOM and HL7 International Patient Summary (IPS) domains and activities. Of particular relevance, the IPS is a minimal and non-exhaustive patient summary dataset containing essential healthcare information for use in the unscheduled, cross-border care scenario, as well as for local, regional and other care scenarios. SNOMED CT content supports the HL7 IPS and also the terminology to underpin the CEN European Standard for the Patient Summary. Through the GPS, these SNOMED CT terms are available free for use in HL7 CDA R2 implementations and FHIR IPS Implementations Guides worldwide, supporting the joint goal of cross border sharing and reuse of information. With the many events transpiring in 2020, among them was the introduction of a variety of new SNOMED CT content to the GPS. COVID-19 and related SNOMED CT content In terms of newly added content, in March 2020, the World Health Organization formally characterized Coronavirus, COVID-19, as a global pandemic and health systems worldwide are continuing their efforts to manage the outbreak. COVID-19 content included in the January 2020 release was subsequently updated in March 2020 with SNOMED International issuing an elective release falling outside of its customary release cycle. January and updated March COVID-19 content has been added to the scope of the September 2020 GPS release to support the recording and sharing of healthcare data during the COVID-19 pandemic. Existing and relevant SNOMED CT content has also been added to the GPS and can be referenced at http://snomed.org/covid-19 Social Determinants of Health SNOMED International is also committed to supporting the reduction of health inequity through developing and managing social determinants of health content within SNOMED CT’s clinical terminology. To maximize accessibility of this content, SNOMED International has also included a large amount of social determinants of health content within the September 2020 GPS release. Looking forward As the global situation persists and new SNOMED CT content is developed, SNOMED International has developed processes to assess relevant content for inclusion in the GPS.
