CHICAGO, August 12, 2020 -- The American Medical Association (AMA) and SNOMED International announced a concrete demonstration of how Current Procedural Terminology (CPT®) and SNOMED CT work together to enable better outcomes and enhanced resource utilization throughout the health ecosystem. The AMA-SNOMED International demonstration project underscores the power of the two terminologies together – providing a clear path from clinical documentation to resource utilization insights. The demonstration tool will highlight how health care administrators can leverage both code sets to align resources to population needs in complex clinical areas such as breast cancer diagnosis and treatment. Both serving a specific purpose, the AMA’s CPT codes are vital to health care administration and classification in the United States, while SNOMED CT serves as the global standard for clinical terminology. At a broad level, the AMA-SNOMED International collaboration aims to improve integration between the CPT and SNOMED CT terminologies, by producing tools for physician practices, hospitals, payers, and other stakeholders to better organize healthcare data. The goal of this joint initiative is to provide opportunities for health care stakeholders to explore additional scenarios, capture new insights, and evaluate how the combined terminologies can be used to strengthen care in their health care systems. To this end, the AMA and SNOMED International have engaged in this joint initiative to explore creating a demonstration space, or sandbox, where clinical analytics scenarios can be demonstrated and, in the future, run securely. “The AMA is focused on improving access to data for solutions to the challenges of an aging population that is growing, a rise in chronic conditions and co-morbidities, and an increasingly burdened healthcare workforce,” said AMA Executive Vice President and CEO James Madara, M.D. “The AMA’s collaboration with SNOMED International supports the shift to digitization and will help the health care industry optimize resources and increase efficiencies as it works towards achieving better patient outcomes, improved access and lower costs.” “The American Medical Association is a valued partner and I am pleased that we have continued to evolve our relationship since our first collaboration was signed in 2016” offered SNOMED CT CEO, Don Sweete. “Our next chapter will focus on demonstrating the clinical analytics benefit from using data coded with SNOMED CT, as well as how integration between SNOMED CT and CPT provide key information to support the efficient and cost-effective management of healthcare organizations.” A committed supporter and participant of the SNOMED CT Expo , the AMA continues to bring its focus on data driven solutions through thought leadership at the conference. He joined SNOMED International in 2014, bringing more than 30 years of industry leadership and executive management experience to his role. As CEO, Don leads the corporate direction and strategy of SNOMED International, and is responsible for all facets of the business ranging from product content, technical support, customer relationship management, and organization enabling functions. Since joining the organization, Sweete has worked to share SNOMED International’s broadening strategy and vision with its Members, customers, and partners globally. Prior to becoming CEO, Don Sweete served as a member of SNOMED International’s Management Board (formerly known as IHTSDO), from October 2011 to December 2013. During this time he held positions on various Management Board Committees (Executive, Finance, Transition, Implementation and Innovation) contributing to the success of the organization. In his previous role as Executive Regional Director of the Standards Collaborative and Atlantic Region for Canada Health Infoway, he was responsible for all digital health implementations in the region and fulfilling the national standards agenda. The American Medical Association (AMA) and the International Health Terminology Standards Development Organisation (IHTSDO) announced today a new collaborative agreement to coordinate on the design and development of their respective coding and terminology products. By working together, the organizations seek to address the health system’s emerging need for greater integration between proprietary codes sets in support of interoperability and health care data analytics. AMA’s Current Procedural Terminology (CPT®) is the most widely accepted medical nomenclature used to report medical procedures and services under public and private health insurance programs in the United States. IHTSDO’s SNOMED CT® is the global language of healthcare, an international standard that ensures semantically accurate clinical terminology for consistent use across health systems and services. The AMA and IHTSDO recognize the complementary nature of their code sets and the critical role they play in health care delivery and administration. By working in tandem, this new collaboration will produce valuable tools for physicians, hospitals, payers and others to organize vital health care data. A message from the Management Board Chair, 2019 General Assembly Chairs and CEO 2019 was a watershed year for our organization and our Members. We successfully closed out the 2015-2020 strategy and collectively charted a course for SNOMED International over the next five years. A Member-led initiative, the next strategic phase of the organization reflects the real needs of the global healthcare landscape as it relates to care delivery, policymaking, public health, research and public health priorities. As a result of this, the 2019 Annual Report, A Global Effort to Drive Change , focuses on SNOMED International’s dedication to evolving, strengthening and developing our product and related services for the benefit of patients through our Members, clinicians, vendors and SNOMED CT users. In line with our vision, SNOMED CT has contributed positively to reducing clinical patient risk and improving outcomes. In prevalent areas such as mental health, social determinants of health, and medication management, to name a few, enhancing and releasing SNOMED CT content has enabled an improvement in the documentation of clinical activities, the tracking of outcomes, and the identification of at-risk populations. These clinical activities are joined by the ability to improve patient safety by enabling access to improved information for clinicians at the point of care. The next evolution will benefit our Members and their governments and stakeholders by enabling advanced analytics capabilities and technologies such as Artificial Intelligence, Natural Language Processing, and Machine Learning to leverage the quality content, structure and delivery strengths of SNOMED CT. Throughout this evolution, the core tenet of being a Member focused organization has remained at the forefront as the community has continued to grow. In 2019, we welcomed Kazakhstan, Finland and Armenia to the global collective of 40 SNOMED International Members. This past year’s accomplishments and our vision for the future have only been attainable due to the tremendous dedication, hard work and passionate nature of the SNOMED CT community. A view into SNOMED CT’s globally recognized clinical terminology with the release of the Global Patient Set Access the most up to date release of the Global Patient Set at http://gps.snomed.org/ September 3, 2019 -- Picture an elderly patient navigating orthopaedic care across primary, acute and rehabilitative sectors; a woman moving through breast cancer diagnosis and treatment in a developing digital health environment; or gathering critical patient information in the midst of a conflict, epidemic or disaster. These scenarios represent instances in which the Global Patient Set (GPS) can make an impact in non-SNOMED CT enabled countries. A slice of SNOMED CT, the GPS is a managed collection of existing reference sets, available to any user at no cost. The GPS offers clinical content across dentistry, renal, family & general practice and nursing areas, and includes IHE, DICOM and HL7 International Patient Summary (IPS) domains and activities. SNOMED International's General Assembly Chair, Lies van Gennip, is encouraged by what the GPS represents, including easier specification of EHR requirements through clinical documents such as a patient summary. Van Gennip shares, "The GPS is a step towards increased clinical information sharing across borders, bridging the interoperability divide through the use of structured terminology." Those not presently engaged in SNOMED International membership or party to an affiliate license have the most to gain from the GPS. The GPS can support the nascent use of clinical terminology within a developing health system, the sharing of patient summary information across borders with existing SNOMED International Member countries or affiliates, as well as promoting use in specification development and research. CEO Don Sweete offers, “The impetus driving the GPS is to introduce a facet of SNOMED CT’s global terminology where it can be put to good use, whether that’s supporting cross border interoperability or enhancing digital maturity.” SNOMED International has elaborated on these use cases, or scenarios, and has made them openly available. The GPS contains SNOMED CT unique identifiers, fully specified names, preferred terms in international English, and status flags. While valuable in many ways to various healthcare actors and their supporting digital environments, it’s important to note that the GPS as a whole is not a clinically curated list; it excludes SNOMED CT’s inherent relationships and hierarchies; fundamental to the nature of an ontology and its ability to enable clinical data analytics, decision support, and power artificial intelligence, etc. The complete set of concept synonyms and definitions are also not part of the GPS. Chief among the benefits of SNOMED International membership includes access to terminology that enables interoperability, reduced clinical risk, large scale public health reporting and research, and a wealth of organization resources including education, tooling, creation of national extensions, representation on governance bodies, and dedicated on-boarding and user support. Offered under the Creative Commons Attribution 4.0 International Public License, the GPS is available to any interested party, at no cost, simply by visiting SNOMED International’s GPS information page and registering your use. The intention is that the GPS will be updated and released annually to reflect changes to the underlying terminology, including concept inactivations and additions. One step closer to interoperability: Applying SNOMED CT’s engine to the IPS Back 25 Nov 2021 Back Since the date of issue, this information is now out of date and has been archived. At SNOMED International’s recent October Business Meetings held in London, the organization’s governance bodies enacted a decision to extend the core of SNOMED CT’s structured clinical terminology to deliver an open, standalone sub-ontology to support the scope of content within the International Patient Summary (IPS.) The IPS is an electronic health record extract containing essential healthcare information for use in the unscheduled, cross-border care scenario, as well as for local, regional and other care scenarios. It is a minimal, non-exhaustive set of data elements defined by ISO/EN 17269 and delivered by HL7 in both CDA and FHIR using a curated set of SNOMED CT terms. There is a groundswell of support across all health sectors to increase the portability and usability of patient information for the purpose of safe health care delivery. In 2019, SNOMED International and HL7 International announced the formalization of a license agreement in which a relevant ‘Free for Use’ Set of SNOMED CT coded concepts would be used within the HL7 IPS. Most recently, we watched as G7 leaders collaborated to release a communique on the dire need to progress a global health interoperability agenda. IBM offers a working definition of interoperability as “the timely and secure access, integration and use of electronic health data so that it can be used to optimize health outcomes for individuals and populations.” The G7 communique, which highlighted the importance of enabling digital healthcare systems worldwide to work together seamlessly as patients move between providers, facilities and even countries, is an impactful statement that rippled throughout the global health community. A charge taken up by the Global Digital Health Partnership, it is one SNOMED International is eager to support. Embracing a collaborative approach, “SNOMED International has been pleased to continue to work with HL7 International and partners across Europe and beyond to define SNOMED CT content for use in the International Patient Summary,” offered SNOMED International Management Board Chair, Joanne Burns. Continuing to act in the spirit of the IPS Free Set , SNOMED International has committed to create and release an openly available IPS sub-ontology in the first half of 2022 to enhance the existing cross border movement of information, and ultimately health system interoperability. Unlike SNOMED International’s Global Patient Set , a flat list of SNOMED CT codes and terms, an IPS sub-ontology will provide implementers with a product that can be used in healthcare solutions using the power of SNOMED CT through its query language and hierarchies for the specified scope. Use of the IPS sub-ontology will allow for more effective use of clinical data analytics and decision support, and for Artificial Intelligence applications. Alex Elias, Chair of SNOMED International’s General Assembly, the organization’s Member governance body, has observed a significant increase in discussion regarding the IPS. “2021 has seen increased interest by governments and Health and Care organizations globally for implementing the IPS to enhance timely cross border health information flow and interoperability. This has been a primary driver in SNOMED International supporting this recent initiative to make the IPS sub-ontology openly available with SNOMED CT content.“ An organization with an extensive history and active program of collaboration, SNOMED International CEO, Don Sweete, has played a pivotal role in positioning the IPS sub-ontology as a ‘soon to be achieved’ reality. “As the G7 Health Ministers recently indicated, the importance of enabling digital healthcare systems worldwide to work together seamlessly so patients don’t suffer as they move between providers, facilities and even countries is a sentiment that has rippled throughout the global health community”, offered Sweete. He went on to state that, “continued work with fellow health standards development, national, clinical and technical entities, SNOMED International will dedicate resources to achieve the goal of digital health interoperability.” Sweete added, “equipping the IPS, already one of the best examples of international collaboration among standards bodies, with the full capability of SNOMED CT’s ontological design is a significant action that we can contribute to achieving health information access gains for patients.” Over the coming months, SNOMED International is formalizing the steps and due diligence required to make the IPS sub-ontology available for broad release. Throughout this period, SNOMED International will continue to define the IPS sub-ontology, from content through to its release and maintenance approach for launch in the first half of 2022.
