What is the Global Patient Set?

The Global Patient Set (GPS) is a managed collection of existing SNOMED CT reference sets released by SNOMED International. The GPS is comprised of unique identifiers, fully specified names (FSN), preferred terms in international English, and active/inactive status flags.

The GPS excludes SNOMED CT’s inherent relationships and hierarchies; fundamental to the nature of an ontology and its ability to enable clinical data analytics, decision support, artificial intelligence, etc.  Further, concept synonyms and definitions are not provided as part of the GPS.

Why release the Global Patient Set?

The GPS is a mechanism to foster interoperability creation in less digitally mature countries as well as a tool to support the travel of citizens and their information across borders into countries not presently licensed to use SNOMED CT.

For some, the GPS provides a starting point for migration to the use of SNOMED CT. For example, the GPS allows SNOMED CT exposure to countries considering membership in SNOMED International without requiring initial investment. For all. the GPS can support citizen movement with assurance that a foundation of structured patient information is available, when needed most.

GPS Content

The GPS offers clinical content across dentistry, renal, family & general practice and nursing areas, and includes IHEDICOM and HL7 International Patient Summary (IPS) domains and activities. 

Of particular relevance, the IPS is a minimal and non-exhaustive patient summary dataset containing essential healthcare information for use in the unscheduled, cross-border care scenario, as well as for local, regional and other care scenarios. SNOMED CT content supports the HL7 IPS and also the terminology to underpin the CEN European Standard for the Patient Summary. 

Through the GPS, these SNOMED CT terms are available free for use in HL7 CDA R2 implementations and FHIR IPS Implementations Guides worldwide, supporting the joint goal of cross border sharing and reuse of information.
