Description

The projects major target is the setting-up of a technical functionality for the regular operation of electronic laboratory notifications according to the German law on the preventions of infections (IfSG). For that purpose a certain real-time operation shall be implemented in the German federal state of North Rhine-Westphalia.

Scope

The establishment of a secure network infrastructure is planned, connected to a crypto-graphic secured transport service between laboratories and the public health departments in the described testing area. The implementation of electronic laboratory reports in several laboratory information systems shall follow. The testing of electronic laboratory reports including laboratories and public health departments from several regions in North Rhine-Westfalia is the final step. 

This project is a cooperation between the Robert-Koch-Institute Berlin, the Ministry for health, emancipation, health care and maturity North Rhine-Westphalia (MGEPA), the Zentrum für Telematik und Telemedizin GmbH Bochum and HL7 Germany e. V. The Niederrhein University of Applied Sciences Faculty of Health Care is responsible for the medical coding activities in this project.

Why SNOMED CT was selected

The correct and prompt exchange of health data depends on the mastering of semantic interoperability between the involved systems. It is expected to reach this goal by the use of an integrative terminology standard like SNOMED CT.
