Currently chaired by SNOMED International's CEO Don Sweete, the Joint Initiative Council (JIC) on SDO Global Health Informatics Standardization was formed to enable common, timely health informatics standards by addressing and resolving issues of gaps, overlaps, and counterproductive standardization efforts through:
» A mutually agreed upon and used decision process for international standardization needs;
» Coordinated standards strategies and plans, with the future goal of making all standards available through ISO;
» An integrated work program; and
» Focused, specific resolution of overlapping or counteracting standards within the participating SDOs existing work programs.
This Council, operating as a council of equals and as a liaison group under ISO/TC 215, consists of the respective leaders and appointed liaison members of the participating SDOs to a maximum of 3 members per SDO. The Council operates at the strategic level and is responsible to:
» Identify, make explicit and make available emerging requirements for standardization;
» Proactively drive the identification of needs and the achievement of results to resolve gaps, overlaps, and counterproductive health informatics standardization efforts;
» Achieve consensus on a work program- driven health informatics harmonization plan;
» Achieve consensus on common processes necessary to enable optimal collaboration, coordination and communication including ne member selection and decision making processes;
» Identify criteria and members for the Joint Working Group;
» Identify the individuals and lead SDO who have an interest, expertise and contribution to determine a course of action for resolving issues of gaps, overlaps, or counterproductive health informatics standardization efforts;
» In the spirit of openness, transparency and flexibility, determine appropriate policies that are required and useful across participating SDOs; and
» Determine an overall engagement and communications strategy, including full sharing of deliberations, with stakeholders from the health informatics standards community in support of standards harmonization.
Currently the participating SDOs are CEN/TC251, CDISC, DICOM, GS1, HL7, IHTSDO, ISO/TC251, and IHE International. Other SDOs may be invited to participate as appropriate to the work and domain of the Joint Initiative and that meet specific criteria as identified by Joint Initiative Council.
